The Kansas City Health Department, in partnership with Community Capital Fund, aims for this program to provide financial assistance to doula businesses and organizations, enabling them to enhance their services, expand their reach, and navigate the evolving landscape of doula care. This program is funded through the American Rescue Plan Act.

  • The KC Doula program aims to provide financial assistance to doula businesses and organizations in Kansas City, MO, enabling them to enhance their services, expand their reach, and navigate the evolving landscape of doula care. This program is funded through the American Rescue Plan Act (ARPA). All applicants for this program must meet the latest Federal Treasury Final Rule Guidelines to be eligible. CCF will communicate to ineligible applicants regarding their status. CCF is administering this fund with a maximum award of $15,000 per awardee.

    Payments will be made via ACH – 1/3 of total award.

  • Program awardees who are not current Medicaid Providers must first apply program funding toward becoming a Medicaid Provider. Only then will other expenses be eligible for reimbursement. Grant funds can be used to cover a range of expenses that support the growth and sustainability of your doula practice, including but not limited to:

    • Training Costs: Fees associated with specialized continuing education. (i.e., Medicaid/MO HealthNet Enrollment, HIPAA Training, NPI Registration, EHR Compliance Training, etc.)

    • Insurance Costs: Premiums for professional liability insurance.

    • Entrepreneur Support: Costs related to business development, marketing, and administrative support.

    • Professional Development: Workshops, conferences, and other learning opportunities to enhance your skills and knowledge.

    • Other Expenses: If you have other specific needs that would support your doula practice, please outline them in your application budget.

  • To be eligible for this grant funding, applicants must be:

    • 18 years or older

    • Serving families within the municipal limits of Kansas City, Missouri

    • A legally established business or Nonprofit Organization in Kansas City, Missouri

    • Applicants for this program must be an enrolled Medicaid provider, or intend to use program funds to gain Medicaid Provider status. A certified doula having provided services for at least 12 months.

  • CCF, with consultation from KCHD staff, will review applications. As part of this process, CCF may contact applicants to request clarifying information or additional documentation.  Applications will be reviewed based on criteria provided to CCF by KCHD.

  • Grantees will have to sign a grant agreement that outlines their responsibilities for the funds. Below is a list of requirements the Doulas must satisfy to remain in good standing with the grant program. Failure to complete program responsibilities can lead to penalties, including but not limited to, forfeiting funds and ineligibility for future KCHD programs.

    1. Complete and submit quarterly report to confirm Doula is still operating.

    2. Allow recoupment of misused funds

    3. Document expenditures used to address identified need

    4. Permit federal/local audits of funds

    5. Keep records of expenditures for at least five years.

    6. Complete survey of the program.

How to Apply

All applications must be submitted by 11:59 p.m. CT on Monday, July 28, 2025, in one of three ways:

  1. Complete and submit the online form available here.

  2. Download the fillable PDF 2025 KC Doula Application and email completed with attachments to grants@ccfkansascity.org.

  3. Physical copies of the grant application can be picked up at the CCF office. Physical applications can be completed and mailed to:

Mailed applications should be postmarked by Monday, July 28, 2025.

NOTE: Applications submitted through email or mailed will not be able to manage their reporting online through Good Grants platform. Doulas are encouraged to seek technical support from CCF staff to apply online, so that if awarded, reporting remains as easy for them to complete as possible.
